                "The right of every person 
                to be heard" forms a major part of the law represented by
                Item 
                2, Article 41 of the Charter of Fundamental Rights of the 
                European Union.
                Are all (or just a few 
                perhaps?) of those who hold high office within the EU aware of 
                this crucially important democratic principle? If so, do they 
                have any form of REAL respect for it: in practical terms? 
                Partly for reasons connected 
                the looming prospect of war in Iraq, an attempt has recently 
                been made to draw the "right to be heard" principle to the 
                attention of a small selection of people holding high office in 
                the Republic of Ireland, the United Kingdom, and the European 
                Union itself. 
                The main question is this: 
                how many such people (including UK Prime Minister Mr Tony Blair 
                MP for example) are willing and able to listen effectively to 
                what ordinary EU citizens try to communicate to them?
