          Dear Mr Gemelli,
          Re: Final Appeal (dated March 17th 2003) 
          to the UK DSS
          On March 17th 2003 I made what is my final 
          appeal to the UK Department of Social Security for help relating 
          to the various issues (relevant to them) which are connected 
          with Petition 809/2001.

          It would be much appreciated if you would please 
          take careful note of the contents of the letter text provided at 
          the www address immediately above, and add the several 
          difficulties involved to the other problems I have already related to you in 
          my earlier correspondence connected with European 
          Parliament Petition 809/2001.
          More and more it appears to be the case that the 
          several "high-office" holders of the various EU states 
          now involved truly believe (in practice) that they are above the 
          law; and, that ordinary European Union citizens (including 
          myself) are beneath it.  Far more importantly perhaps, all those 
          concerned continue to act with a confidence which suggests that, as things 
          stand at the present time, they have absolutely NOTHING 
          whatsoever to fear from ignoring and breaking European Union law in the 
          way which they do.
          At the same time, and as you will already know,
          Article 20 of the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN 
          UNION contains the following very clear, and very unambiguous 
          statement: "Everyone is equal before the law".
          Please also note (the very closely associated 
          fact) that in spite of the "Everyone shall have the possibility of 
          being advised, defended, and represented" statement in
          Article 47 of the 
          CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION, I have 
          STILL not succeeded in finding the legal help I need to defend and 
          protect myself from the ongoing psychological abuse I continue to be 
          subjected to. The text of my most recent effort to find legal help

          The perverse, highly corrupt, and unlawful 
          technique (as I see it) of the high-office holders in question seems 
          very simple: they break EU law as and when it suits them; and, at the 
          same time, they ensure that ordinary citizens (including myself) have 
          no access to proper legal advice, defence, or representation (of the 
          kind provided for under Article 47 of the CHARTER OF FUNDAMENTAL 
          RIGHTS OF THE EUROPEAN UNION).
