to the Secretary-General of the European Commission: 
 
     "As a direct result of several mutually-supportive 
forms of corruption-friendly arrangements and practices in use at the present 
time in the Republic of Ireland, and in England, the legal right under European 
Community law to be properly advised, defended, and represented, is being 
denied."
