Dear Prime Minister Blair,

I have not received any reply (of any kind) to the letter I posted to you on March 11th 2005 which was sent through the Royal Mail "Special Delivery" service.

The Post Office has recently provided me with a note titled "Confirming your delivery", and it shows that my letter to you of March 11th was delivered to 10 Downing Street, London on March 14th.

A scanned copy of the Royal Mail note in question, which contains a signature, can be seen at Internet location:
http://www.constitutionofireland.com/PrimeMinisterBlairEmail11March2005-DeliveryInformation.htm

With reference to my two separate requests for help from you to date, regarding a human-rights lawyer, I would like to take this opportunity to point out to all concerned that the United Nations Universal Declaration of Human Rights (Article 14.1) contains the following statement: "Everyone has the right to seek and to enjoy in other countries asylum from persecution."

I note that the United Kingdom of Great Britain and Northern Ireland joined the United Nations Organisation on October 24th 1945, and that the Universal Declaration of Human Rights was adapted and proclaimed by the UN General Assembly on December 10th 1948.

At this point in time, well over half a century later, it seems reasonable to me to suppose that all UK & Northern Ireland human-rights law would be fully in keeping with the UN Universal Declaration of Human Rights by now. It also seems reasonable for me to assume that one of the very first and most important forms of help many people seeking asylum from persecution need is a human-rights lawyer. This has certainly been my most important need for a long period of time now - as I have already pointed out in my letters to you dated December 21st 2002 and March 11th 2005. (The main text of the March 11th 2005 letter is reproduced below).

The fact that it is proving so EXTREMELY difficult for me to find a human-rights lawyer in Northern Ireland who is willing to act on my behalf and in my best interests continues to be a source of growing concern for me: not least because I am, in effect, being slyly subjected to forced exile (for political reasons) under the threat of being corruptly criminalised, and possibly imprisoned, for a "crime" which has been invented. This appears to me to be a straightforward violation of Article 9 of the UN Universal Declaration of Human Rights, which specifically states: "No one shall be subjected to arbitrary arrest, detention or exile".

Some may be interested to know that the Republic of Ireland joined the United Nations almost 50 years ago on December 14th 1955; and that the full text of Universal Declaration of Human Rights, which I note with interest is meant to be ON DISPLAY in schools and other educational institutions, can be viewed at:
http://www.un.org/Overview/rights.html

I would also like to point out that since writing to you on March 11th 2005 I have found a list of the consortium of banks which has raised EUR 100,000,000 in debt finance facilities for Celtic Waste / Greenstar. This is the company which has already been given permission to build a "SUPERDUMP" in Kilconnell, County Galway (close to my home): by means which appear to BLATANTLY violate ARTICLE 28A of the Republic of Ireland's written Constitution. Though I would very much like to challenge the constitutionality of the legislation associated with this permission in the High Court, I am being prevented from doing so. Led by the Bank of Ireland, the group in question includes AIB (Allied Irish Bank), Ulster Bank, The Bank of Scotland, and IIB Bank which I understand has its headquarters in Brussels. (This financial information has been taken from Internet location http://www.rte.ie/business/2003/0513/ntr.html )

In connection with the paragraph immediately above, and for reasons which I feel are likely to be obvious to most people, I frequently find myself wishing that MUCH more attention be paid to the remarkable insights and warnings made by Lord Acton regarding maladministration. One of these reads as follows: "And remember, where you have a concentration of power in a few hands, all too frequently men with the mentality of GANGSTERS get control. History has proven that. All power corrupts; absolute power corrupts absolutely."

For the purpose of justly resolving - by lawful means - what for me is already an EXTREMELY damaging legal dispute between myself and public servants acting on behalf of the Republic of Ireland State, as a result of I trying to lawfully protect myself, my property, and my heritage (which I share with many others), I wish to ask you again please - and for the last time - to see to it that I am provided with the services of a human-rights lawyer who is based in the Northern Ireland jurisdiction, and who is willing to act on my behalf and in my best interests.

The reference numbers for my case with the Northern Ireland Ombudsman's Office and the Western Health & Social Services Board (Northern Ireland) are provided below.

Yours sincerely,

William Finnerty.

The MAIN text of letter dated March 11th 2005 to Prime Minister Blair MP is as follows:

Dear Prime Minister Blair,

Although I have received a reply from Prime Minister Ahern TD to the letter I sent to him on February 24th 2005 (the main part of which is reproduced below), I have not received ANY promise of assistance at all from him regarding the legal help I have asked him for. In fact, he did not even mention the subject of legal help in his reply to me (dated February 28th 2005).

I hope you will believe me when I inform you that I now DESPERATELY need the services of a human-rights lawyer (who will act on my behalf and in my best interests) regarding the matters I wrote to Prime Minister Ahern about on February 24th; and, that I am entirely unable to find one by myself: despite my very best efforts over a long period of time which involves years of searching.

Consequently, I would be very grateful if you could please help me to find a human-rights lawyer who will advise me so that I can better cope with the growing set of material, and non-material, difficulties I am now struggling with each and every day.

As you may already know, I have already pointed out the difficulties I am having (with regard to finding a lawyer) to the Northern Ireland Ombudsman's Office. Their reference number for my case is P 136/04, H28/04. The lady I have been in contact with there is Ms Anne Scott, and a copy of my letter to her dated January 22nd 2005 can be seen at Internet location:
http://www.constitutionofireland.com/NorthernIrelandOmbudsman.htm

Acting on guidance provided by Ms Scott, I have also sought help from the Western Health & Social Services Board (Northern Ireland). Their reference for my case is ABgen:04/rh and the lady I have been in communication with there is Ms Rosemary Henderson. A copy of my letter to Ms Henderson dated February 7th 2005 can be seen at www address http://www.constitutionofireland.com/ConvenorWH-SSB-7Feb2005.htm

As you may recall, I also wrote to you on December 21st 2002 about this same problem of being unable to find a human-rights lawyer. However, and as has happened to me again much more recently with Prime Minister Ahern (as outlined above), the reply I received from you made no reference at all to the matter of finding the human-rights lawyer I have been in need of for so long. A scanned copy of the reply in question from you, dated January 10th 2003, can be viewed at http://www.finnachta.com/PrimeMinisterBlairsReply.htm

Incidentally, the very disturbing business of the TWO missing registered letters I mentioned to you in my letter dated December 21st 2002 (one to the London Metropolitan Police Service, and one to Amnesty International UK) remains a complete mystery to me. Basically, the present situation is as set out at www location http://www.finnachta.com/Royal_Mail_proof_of_delivery_.htm

As can be seen at the www address immediately above, the police e-mail to me dated November 11th 2002 states they have no record of the registered letter I sent to them on October 26th 2002; and, at the same time, the hard evidence the Post Office begrudgingly provided me with eventually (under much pressure and some FOUR MONTHS late), shows my letter WAS signed for by the London Metropolitan Police service on October 28th 2002. Allowing for the enormous amount of entirely avoidable psychological abuse and other trouble which I have been subjected to since, and which I continue to be subjected to at the present time, I now feel that the matter of the bizarre situation regarding the two missing letters in question (to Amnesty International and the London Police) should be thoroughly investigated, and that I should be provided with a responsible explanation of what has happened regarding the amazing disappearance of these two missing registered letters.

At this point I feel I should point out that local speculation (in the New Inn and Kilconnell areas of East Galway where my home is located) suggests the operators of the two huge "superdumps" referred to below in my letter to Prime Minister Ahern could, if these projects ever do go ahead, between them generate profits in the region of EUR 1,000,000 per day; and, that the whole situation is awash with wealth predators, and power predators, whose ways appear to be remarkably similar to those of sex predators: particularly in relation to such things as cunning deceptions, bullying, hidden agendas, lies, denials, abuse of power, cover-ups, and so on.

As a person who has been at the receiving end of the greedy and grasping activities of these packs of wealth and power predators for some considerable time now, I can vouch for the fact that there are also remarkable similarities in the psychological upset and damage they cause; and, in the directly connected feelings of intense disgust, revulsion, anger, and suicidal depression they produce in their victims: which consultant psychiatrists (such as Dr Foster) do NOT appear to accept or recognise at the present time.

The potential profits in question could be higher still if an incinerator is built later on at the Kilconnell site. The last-minute diversion of a new gas pipe line right through the middle of the Greenstar (earlier known as Celtic Waste) site at Kilconnell suggests that there may well be secret plans in existence for such a project. If my memory serves me right, and please note that my present circumstances are forcing me to work from memory alone, Celtic Waste, largely owned by National Toll Roads, and closely associated with (if not actually owned by) the multinational company called Cement Roadstone Holdings, has been supplied with a loan of EUR 100,000,000 (or possibly IR£ 100,000,000) a few years ago by a consortium of leading banks based in the Republic of Ireland, the United Kingdom, and Brussels.

Please note that there are other very serious local environmental threats in the immediate area of my home in East Galway apart from the two superdumps mentioned below to Prime Minister Ahern. These include a planned new toll road (the N6 Upgrade) right through the middle of Knocknadala (meaning "Hill of Parliament" in the Celtic language), which is just a few hundred yards from the world famous Turoe Stone: and which is widely believed to be the most important piece of Iron Age Celtic stone art in the world.

As can clearly be seen in the ancient map of Ireland at the following Internet address, which is the work of Ptolemy (87 to 150 AD) the renowned Greek astronomer, mathematician, and geographer, a royal site indicated by the word "Regia" can clearly be seen in the Knocknadala / Turoe area of what is now County Galway. Please see:

There is also the matter of the planned Celtic Waste / Greenstar superdump being so close to Woodlawn House, the 1600s ancestral home of Lord Ashtown (title held by the Trench Family), that it appears to have already destroyed all hope possibly (?) of this extremely important heritage site ever being saved: though it could easily still be saved. As you may know, members of the Trench family were very closely associated with the nearby Battle of Aughrim (1691), which is believed by many to be the bloodiest and most decisive battle in recorded Irish history, and frequently referred to by reputable historians as "Ireland's Gettysburg".

Please note also that the physical location of all the heritage sites which I mention in this letter, and not by accident, are all very closely related to the 10,000 year old Esker Riada - by far the most important of the "five great roads of ancient Ireland", and much of which has already been completely destroyed for road building purposes by local government (i.e. Galway County Council). Allowing for the fact that Clonmacnoise, the first, the most important, and the most influential Christian university in the world (to the very best of my knowledge), is located some miles further along the Esker Riada to the east, at the point where it crosses the River Shannon right in the very heart of Ireland, should (I believe) entitle the whole system of what's left of the local heritage sites, which are closely related to the Esker Riada, to be worthy of serious consideration for United Nations "World Heritage" type protection and preservation.

With reference to the above mentioned London Metropolitan Police matter however, I wish to stress that my TOP PRIORITY at the present time is to find a human-rights lawyer who will advise me on how best to deal with the ongoing nightmare of the legal entrapment I have corruptly been saddled with by so called "public servants" in the Republic of Ireland: and which stinks to high heaven with political, legal, and corporate corruption from start to finish.

Although I have provided my postal address below, please note that I am unable to collect mail from that address at the present time: for fear of being wrongfully arrested, and possibly imprisoned, in connection with the trumped-up "crime" referred to in the paragraph above which has been invented by public servants in the Republic of Ireland, and which is now being used by them in the most mean-spirited and ugly manner imaginable, to keep me away from my home in County Galway, and from the whole of the Republic of Ireland. Consequently, I would be very grateful to you if you would reply to me at your earliest convenience please using the address I am sending this e-mail from, which is:

Yours sincerely,

William Finnerty.

The Århus Convention Agreement
 (3 Main Points)

The Århus Convention establishes a number of rights of the public (citizens and their associations) with regard to the environment. Public authorities (at national, regional or local level) are to contribute to allowing these rights to become effective. The Convention provides for:

  1. The right of everyone to receive environmental information that is held by public authorities (“access to environmental information”). This can include information on the state of the environment, but also on policies or measures taken, or on the state of human health and safety where this can be affected by the state of the environment. Citizens are entitled to obtain this information within one month of the request and without having to say why they require it. In addition, public authorities are obliged, under the Convention, to actively disseminate environmental information in their possession;

  2. The right to participate from an early stage in environmental decision-making. Arrangements are to be made by public authorities to enable citizens and environmental organisations to comment on, for example, proposals for projects affecting the environment, or plans and programmes relating to the environment, these comments to be taken into due account in decision-making, and information to be provided on the final decisions and the reasons for it (“public participation in environmental decision-making”);

  3. The right to challenge, in a court of law, public decisions that have been made without respecting the two aforementioned rights or environmental law in general (“access to justice”).
