Dear Sir / Madam,

RE:  Council of Europe Case Reference: 25077/05 (European Court of Human Rights)

An attempt by me to send an e-mail yesterday to the Commissioner for Human Rights of the Council of Europe (Mr Alvaro Gil-Robles), using the address commissioner.humanrights@coe.int (as shown in the copy of yesterday's e-mail reproduced below), appears to have failed for some reason.

Please see the failure message from your postmaster@coe.int which I have also reproduced below.

I would like to take this opportunity to let your organisation know that I have received your letter dated July 12th 2005; and, mostly for the purpose of trying to find a lawyer who will help me to lodge an application with the European Court of Human Rights, using the papers you have sent me, I have now placed a scanned copy of your letter of July 12th at the following Internet address:
http://www.constitutionofireland.com/EuropeanCourtOfHumanRights12July2005/Letter.htm

Please note that your letter of July 12th was considerably delayed on its way to me. This is because I cannot safely collect mail myself directly from my home in County Galway (which is in the Republic of Ireland jurisdiction), and that consequently I have to depend on a relative in Galway to forward my letters to my present temporary address (which is in the Northern Ireland jurisdiction).

This ongoing postal situation exists for me on account of the risk of I being arrested (and possibly imprisoned) in connection with a warrant which was issued for my arrest in the Republic of Ireland in October 2002, and which remains extant.

I plan to answer your letter of July 12th 2005 more fully within the coming 7 days.

Your letter (and enclosures) to me of July 12th 2005 are very much appreciated.  Thank you.

Yours faithfully,

William Finnerty.

PRINTED COPY (by hand) to: Dr Michael Mc Cavert GP (Omagh Health Centre).

Some people have asked to see the full text of the letter from the European Parliament Committee on Petitions relating to the planned new N6 Upgrade Road, which was designed to go through the Celtic heritage site in the Turoe / Knocknadala area of East County Galway (Republic of Ireland).

Scanned copies of the two separate texts, a letter dated July 6th 2005, and an attachment dated October 21st 2004, can now be viewed at the Internet address provided below.

There is a statement in the EU texts which reads: " ... it is not expected that the construction of the project will be funded (by the European Regional Development Fund)".

This may mean the new N6 Upgrade road will not now go through the Turoe / Knocknadala area as planned?

This EU statement about funding may also have very important implications for the protection of the Battle of Aughrim heritage site? - which is located approximately 5 miles to the west of Ballinasloe.

As some will already know, the Battle of Aughrim (July 12th 1691) is considered by many to be the bloodiest and most decisive battle in recorded Irish history. It is often referred to by reputable historians as "Ireland's Gettysburg", and it very firmly cleared up certain doubts regarding the Catholic / Protestant conflict which remained after the Battle of the Boyne a year earlier in July 1690.   Further information at:
